Two developers are aiming to build 520 apartments on 54 acres in Westerville as the suburban city seeks to provide more rental housing for young workers and empty-nester adults. Tim Spencer of Trivium Development LLC and Polaris Centers of Commerce master developer NP Ltd. hope to jointly develop the Ravines at Westar apartment complex. They’re shooting to get a preliminary development plan through the Westerville Planning Commission by early fall.
